About ACRHS

ACRHS targets its efforts in a liminal niche among organizations working with advocates or states on health data transparency, consumer engagement, state-level health care cost containment, public health system transformation, social determinants of health, hospital accountability, and amplification of citizen voices and influence – especially for citizens that have been historically underserved by the current healthcare system.
Our Mission
Inform and catalyze evidence-driven, locally-based initiatives to:
  • Increase access to affordable, high-value health care; and
  • Strengthen communities via integration of medical payment and delivery reforms with public health transformation, primary and behavioral health care expansion, and elimination of health inequities.

Our Goals
  • Curate existing data, perform new research, and share findings from successes and failures of community and regionally led efforts to improve access, value, and affordability of health care
  • Identify and validate critical determinants of success for community and regional solutions and where those determinants suggest opportunities for private employers, local governments, and individual purchasers to collaborate
  • Promote health care data transparency, accessibility, and strategic utilization by stakeholders.​

​ACRHS Leadership
Brad Brockbank is the Founder and President of ACRHS, with a diverse background in health care, public engagement, and public policy for public, private, and non-profit organizations. He is also President of Segue Consulting, a health strategy and policy firm serving clients nationwide.

Segue Consulting 
was founded more than 20 years ago by Claire van Schaik Brockbank after she oversaw the creation and operation the Colorado Health Insurance Plan (CHIP) for The Alliance – the first-of-its-kind coalition of large and small employer health care purchasers. Since 2019, Claire and Segue helped create, and have been the principal strategic consultant to Peak Health Alliance, a groundbreaking healthcare purchasing alliance that has lowered premium costs significantly and improved benefits for members in counties that were among those with the highest premium costs in the nation. Claire became the CEO of Peak Health Alliance in January, 2021.

At Segue, Brad also provides strategy, analytic and negotiating support to Peak and helped conceive and lead projects for other clients, such as:
  • Product design and program implementation for value-based purchasing efforts by employer coalitions nationwide;
  • An analysis for the Robert Wood Johnson Foundation identifying and synthesizing key dynamics of effective state health policy environments; and
  • A briefing for community advocates on the strategies of employer and community purchasing alliances, including lessons for optimal public option legislation.

Brad joined Segue as a Principal in 2008 after twelve years at National Jewish Health building and leading the Intellectual Property and Technology Commercialization Program. Previously, he provided guidance to federal agencies on public engagement and participation in complex environmental health decisions and served as a policy advisor and speechwriter for the Governor of Colorado. He helped create, and served as a founding Board member of, Earth Island Institute. He also served as a founding advisory board member of the Harvard Center on Risk Analysis.

​Brad earned a bachelor’s degree in Human Biology from Stanford University and a master’s degree in public policy from Harvard’s John F. Kennedy School of Government.
